referring chartercities.org: there is no doubt, an increasing human population provokes an increasing demand for large urban entities (like in the last decades in asia). new planing and management technologies (in particular IT-based) make this affordable. at the same time, the very same technologies cause a process of "fractalization", reorganisation in flat hierarchies and smaller entities. it will be one of the major tasks of the next decades how to combine those two contrary processes.

als 1931 bis 1942 le corbusier am algiers-plan arbeitete, glaubte man die welt für jeden gleichermaßen besser zu machen zu müssen. um große probleme zu lösen müsste man einfach große bauten bauen. also schlug er vor, die in weiten bereichen verslumte stadt algiers abzureißen und mit einer neuen, moderneren zu ersetzen. und gut erkannt - die infrastruktur war entscheidend. folgerichtig plante er eine stadtautobahn, eine bewohnbare autobahnstadt.

heute sind mega-planungen unbeliebt. dennoch aktuell - derzeit lässt die algerische regierung eine erweiterung algiers in richtung osten planen. was wenn damals le corbusier erfolg gehabt hätte und sein plan heute realität wäre? dann könnte man seine autobahnstadt verlängern...

...und eine verbesserung vornehmen? der neue abschnitt soll sich selbst organisieren können. die küstenstraße wird fortgesetzt, wird bewohnt, genutzt. definiert wird aber nur der leerraum, der bebaut wird. und den kann man kaufen, kubikmeterweise. damit erkauft man sich anteile, die ein stimmrecht über die weitere entwicklung des vorhabens mitbringen. neue ideen haben die chance sich einzubringen, fehlentwicklungen können rechtzeitig gestoppt werden.
